This is definitely taking way longer. Generally it should be anything between 5 to 10 secs. Can you do a quick check for the following? 1) Check .pth file to see if the paths are mapped correctly for ArcGIS 10.3 2) Check if you have issues initializing a product license. Do you have multiple products installed? Are you using floating license or single use license?

ido zoar So it turns out the .ecw is not supported with Java API. You can instead use the approach to add local Raster files to a Local Map service created from a blank mpk. The only drawback there is that for Raster local server doesn't support Renderers. Below is a small code snippet. As a good practice whenever in doubt always use the full path. Can you print the exception message you are getting? I don't have a sample ecw file to test but it may well be a BUG. This method already has several issues. I dont know if they have added support for ECW for this method. Please check with ESRI support !!!

From the ArcMap perspective, everything is rendered with reference to the Data Frame CRS. You can either manually set the data frame CRS in ArcMap or it will default to the first data which is added. Then on any data having a different GCS (Datum) will need to use a transformation method. If you don't use any Transformation method then ArcMap will take those X/Y values and display them as is in data frames GCS because it doesn't know how to transform them. When you are doing Projection you must be choosing a transformation method. What transformation method are you using while doing Projection? You should use the same in ArcMap to get similar results.

As far as I remember you need to have the folders mapped in ArcCatalog but disk drives should be there by default. If its not there then you will have to add them as connections.
