I am trying to understand what you are trying to achieve. What is a section group? Perhaps that is not important. All I can understand is that you have a large number of locations/stops and you want to find a way to route through them 800 at a time. I presume that you want to optimize the visit order for those 800 stops. Normally I will suggest that you look at the Vehicle Routing Problem solver as a way to solve this type of problem. However, there are limits to how big a problem you can solve online. If you have your own local network dataset then you can use VRP in ArcGIS Pro to solve it. When demand locations are loaded, you can also have them specify a cutoff value. This will override the layer's cutoff value. Take a look at the Cutoff_[Cost] parameter in doc here: Location-allocation analysis layer—ArcGIS Pro | Documentation This is not a facility based option, rather a demand based option. If you have a local network dataset, add it to your map. Normally this will make it network source for any new network analysis layers you create. On the Analysis tab, Network Analyst drop down (like in the snip_networkanalyst image), you can also change the data source to the local one. Note, you have to create new analysis layers based on the local network source. Existing analysis layers will point to the online source. Jay Sandhu

If the disconnected edges are due to undershoot or overshoot then you can look at using the Integrate tool. Make sure you run it on a COPY of your data as it will alter your data to make things connect. You have to evaluate the results to see if that is what you need. You can use the Closest Facility Solver. Load your central place point as an Incident and the 500 park centroid points as Facilities and set it solve for 500 closest Facilities, choose the appropriate travel mode like walking if your data supports it and solve. If you do not have your own street data then you can consider using AGOL account to solve the closest facility with credits in ArcGIS Pro. In ArcGIS Pro, we honor the restricted edges and do not locate on them. Can you clarify what you need to do? For example, you can turn off the restrictions on a network analysis layer before loading locations and locations will be located on the closest edge. Jay Sandhu

Can you share your data? I would like to find out why it is so slow. Another way to speed load locations is to first precompute the location fields by using the Calculate Locations tool to add the location information on the point features, Then at analysis time, use Load Locations with the network fields instead of geometry. One of the main reasons loading locations can be slow is that the road feature class does not have a spatial index or the index needs to be rebuilt. In the Catalog pane, find the roads feature class that is part of your network dataset, and right-click to bring up its properties. On the indexes tab, expand the Spatial index and either Create or Recalculate the index.
