Ahh that makes alot more sense. I dont think you can georeference SVGs, so the only hope is to either generate a reference file that is right, or redigitize it. However, you might just grab a digitized and referenced shapefile of countries of the world, like this free one http://thematicmapping.org/downloads/world_borders.php And just filter the countries you want, instead of starting from scratch.

Really small in the middle of the atlantic seems like it was placed at 0,0. You will have to either define projection on your shapefile, setting it back to the original projection, or if that does not work, redigitize. A word for the future. Dont take data out of ArcMAP into CAD, especially converting it to svg. Scaling data will destroy the spatial attributes. You need to keep your data in ArcMAP.

If you are trying to control the DynamicLayer you can set minscale and maxscale when you define it. If you are trying to determine the scale visibility of the DynamicLayer, that is determined on each layer within it (the feature classes) Those scale dependencies can be accessed through the layerInfos property layerinfo-amd | API Reference | ArcGIS API for JavaScript

Just a side note, I think it is important to communicate to the ESRI staff that uploaded the videos how important tags are. Loading into spaces is the old way the forums worked. The new geonet is much more dependent on tags and that needs to be communicated to ESRI staff so they can set the example. Timothy Hales

Which WebMap viewer are you referring to? We host everything internally, api, arcgis server services, applications. We do not use any webmaps. Why is ESRI treating Javascript (of all things) as some kind of proprietary system?! It is not, it functions exactly the same as Flex. I would like to create a Javascript map, without having to start-from-scratch and build the entire library of code necessary to mimic the WebMap Viewer maps, and then host EVERY PART OF MY MAP on my own server. The later of this, as I said, is not a problem. The first part is the issue. The web app builder is not final yet. As of right now, you need to write the code. But there is a huge amount of examples, etc.. However I believe based on your comments what you are looking for is the Web app builder, which is in beta.
