You have to do it from ArcCatalog now. Select the tool in the folder it resides, then you can change the item descriptions etc. I will agree with you that the 9.3 way was more intuitive.

For every file path listed in the script, eg. "D:\Project\Stanislaus\Timeseries\NDVI" you need to replace the backslashes with forward slashes or double backslashes ( \\ ) or place an r before the string ie. r"D:\Project\Stanislaus\Timeseries\NDVI" check the python documentation on string requirements and escape codes.

Sorry, no I don't. It is usually the quirky install that does things. You might want to check out Pyscripter instead, it is pretty nice and I use it in place of Pythonwin many times http://blogs.esri.com/dev/blogs/geoprocessing/archive/2011/06/17/pyscripter-_2d002d00_-free-python-ide.aspx This will determine whether it is a python or pythonwin if the quirkiness continues.
