You will not get a table if the polygon shapefiles had floating point numbers. You only get tables for integer data. Should need those tables, you will have to scale up the floating point values by some multiple of ten, then take its integer representation remembering that you have done so in subsequent analysis.

Set the analysis extent to the desired values within the Environment settings for raster analysis. This can be done within the Geoprocessing Options menu or from within any tool in Arctoolbox in the Environments access.

Do you just want a map your map converts slopes > 30% to null and the rest to some other value? If so, then check the SetNull tool in the Spatial Analyst toolset. You can't convert a floating point grid to a polygon shapefile, so you will have to specify what you want as output.
