Are you sure that those segments were snapped to the existing road network when created? When you created the network dataset are there nodes at the junction where the two roads meet?

You have to know the correct coordinate system before using the Define Projection...are you sure it was the correct one? If you add the file to a new data frame and mouse around the screen what coordinates are reported in the bottom right? Do they look like longitude and latitude?

Not designed for CAD I presume, try with a shapefile copy Shifting features | ArcPy Café ArcGIS tools add-ons and extensions from ET SpatialTechniques Or ETGeowizards has a free Move Shapes option (His disclaimer...ET GeoWizards is not a free program. However it has many functions that are free - can be used with the unregistered version with no limitations. )

You can certainly use those in Arcmap...my question to you does it contain the required data for the Landscape Analyst? Do you have polygon files? Polyline? point data? what type of attributes in the table(s) and are any of them useful to the Landscape Analyst?
