There is no way to directly attach the metadata to the .lyr file, because the file doesn't support metadata inside it. In desktop, there is an associated .xml file that contains the metadata. When you upload a .lyr file to ArcGIS Online, the xml file doesn't come with it. You could input the metadata as part of the description of the item inside ArcGIS Online. ArcGIS Server map services allow you to include some simple metadata that is taken from the description of a map document. Additionally, if you were to reference a map service as an item in ArcGIS Online, you could add some additional description that is part of the item, just like the lyr file above. Currently, in order to invite someone to join a group, they must already have an account with ArcGIS Online. Once they receive the invitation, they need to accept the invitation. They can do this by going to the Groups tab and looking at their invitations. Yes, access to attribute information is available through the JavaScript API. You can display a web map authored in ArcGIS.com in your own application and then access the attributes of the feature layers inside the map. Here are some samples from the documentation that should help you get started. There are many more samples in the doc. Hopefully I understand your question correctly... ArcGIS Online web maps don't support the HTML popup generated in ArcMap. (FYI, ArcGIS Server 9.3.1 doesn't provide access to the HTML popup at all. This was added at version 10, I believe.) Do you want the html to display directly in the popup window? Or simply provide a link in the popup that goes to the specific web page? I've not tried this myself, but I believe it would work to copy the HTML into an attribute field of your data.
