Here are the limitations of saving the results as a hosted feature layer view: You can create a hosted feature layer view from the analysis results if all of the following conditions are met: You are the owner of both layers. Both layers are hosted feature layers. You are performing an attribute join. https://doc.arcgis.com/en/arcgis-online/analyze/join-features.htm As both layers need to be hosted feature layer, this is what is preventing you from storing it as a view. -Kelly

HI Jason, I'd suggest taking a look at the audit log to see if anyone updated the items. Here is a sample of how to do this: https://community.esri.com/community/gis/web-gis/arcgisonline/blog/2018/09/24/find-events-related-to-a-specific-item and a blog for more context. https://www.esri.com/arcgis-blog/products/arcgis-online/administration/exploring-the-organization-activity-log-csv/ I'd also suggest getting in contact with tech support if no answers come up there. The date modified shouldn't be updated unless someone has updated the item. Let us know what you find out and if you have more questions. -Kelly

Is this still occuring? I would suggest monitoring requests with a web debugging tool so you can get a more in depth idea of what is causing the issue. If only you are seeing the error, this may be caused by a browser cache issue. If there is a different error message given from the rest request we can dig into that further.
