There is no defined limit of named users that can be added an ArcGIS Online subscription. You can have more than 100 users in an organization. If you want o add more users, just contact your Esri rep to discuss this further. -Kelly

Check out this GP tool published by Jake Skinner Add Individual Layers within ArcGIS Server Services as Items to ArcGIS Online/Portal This won't add the layers to your web map, but will add the layers as items to your organization. You can then search for them by name when building the web map and have them added as feature layers. -Kelly

Hi Tycho, You would need to update any web maps that already reference the map service with the custom layers. The web applications read the web maps, so there are no edits that need to be made to the specific application, unless you want to add functionality that has to do with the new layers. You won't need to edit the web map if you update the data, but if you change the structure of the service, changing the order of layers or adding/removing fields, then you will need to update the web map. Consider supporting the following ideas https://community.esri.com/ideas/10828 or logging a new idea! -Kelly

HI Ray, You can change how the rest services function in the web map, based on how you add them to the map viewer. Micah Babinski had a great idea for enabling dynamic layers, but this would require republishing. Try navigating to your rest URL and add all of your services to your web map as individual layers: Add a layer like this: http://sampleserver6.arcgisonline.com/arcgis/rest/services/Recreation/MapServer/0 Instead of : http://sampleserver6.arcgisonline.com/arcgis/rest/services/Recreation/MapServer If you add the layer with the number appended to the end, you will be able to reorder the layers. -Kelly

Hi Tycho, It sounds like you republished your map service and the layer order has shifted. Please see my response in Dataset Not updating Schema in Collector, this has some troubleshooting suggestions that can help you understand what is happening with your web map. If you look at the data behind your webmap: http://wasco.maps.arcgis.com/sharing/rest/content/items/31eb6504b48a427ea3392c11124cd85a/data?f=pjson You can see how a pop up is created and references an ID in the web map code: "title":"BaseMap","layers":[{"id":14,"popupInfo":{"title":"School District","fieldInfos"{"fieldName":"OBJECTID","label":"OBJECTID","isEditable":false,"visible":false}, If you republish the service and the layer ID changes, then the popup remains configured pointing to the original layer ID, whereas the data and name may have completely changed. To address this: 1. Try to not shift layer order when republishing services that exist in built maps (try adding new features at the bottom when possible). 2. Modify your webmap JSON to ensure that the correct layer number is referring to the correct pop up. There are some tools, such as ArcGIS Online Assistant that can help with this. 3. Re-add your map service from rest and reconfigure the pop ups. Let me know if you have questions. -Kelly

This is possible, but there are some limitations to drawing order depending on the service type: Organize layers—ArcGIS Online Help | ArcGIS Layers are always displayed on top of a basemap and feature layers are always displayed on top of heat maps and tileset layers (map, imagery, and tiles). Depending on the type of layers you have in your map, you may not be able to move them all up or down. For example, if you have one map layer and three feature layers, you can reorder the feature layers, but you cannot move the map layer on top of them. You cannot reorder a KML layer or a basemap.

HI Ray, Can you share the web map or web services that you are using? This documentation describes how you can organize layers in order in ArcGIS Online: Organize layers—ArcGIS Online Help | ArcGIS I suspect you may have added a map service to the web map, when you want to reorganize the layers like a feature layer. To do this, you will need to add the feature layer (Service with the layer number appended to the end) for each layer of the map and then you will be able to reorder the layers. -Kelly
