What processing engine does Site Scan for ArcGIS use? Pix4D?

Site Scan for ArcGIS uses the Esri SURE engine for 3D mesh outputs, with the option of also using the Autodesk Recap engine (U.S. hosted version of Site Scan only). Other 2D and 3D outputs use the Pix4D engine.

Yes. Site Scan has Pix4D photogrammetry engine as its core processing software.
