Let's say I add this National Hydrography Dataset Plus High Resolution layer to Scene Viewer. Is there then a way to animate it in symbology similar to animated lake effects in ArcGIS Pro?

Scene Viewer supports animating polygon features such as `Water` including reflections.

Here is a screenshot taken from a webscene using the Hydrography Dataset linked above.
