Is there a SciPy binary distribution out there for Windows 7 (64-bit) which I can just place in an accessible location and is compatible with ArcGIS Desktop 10.3?  I am in a managed desktop environment so PIP does not work for me.

make your life easier and install Pro 2.0 or Map 10.5

If you intend to work with scipy solely, and not arcmap, get Continuum's Anaconda distribution 3.6 is great for standalone work.  If you are trying to use this with arcmap and arcpy, it is messy and not worth it.

ArcMap 10.5 and ArcGIS Pro come with everything to go, .... SciPy, Numpy, Pandas, Matplotlib and hundreds more.  Anything else is a messy substitute
