How is it possible to set a layer or table ID with arcpy (ArcGIS 10.3.1)?

Very old thread.   Did you ever get this to work?     I am trying to do the exact thing using 10.8.1 and I don't think much has changed in regard to this problem from 10.3, unless I am missing it in ArcPy.
