Error when finding address

ArcGIS Desktop 10.6.0.8321

I clicked the find button. On the locations tab I type in the name of a street and city. I get this error:

Find Address

There was an error trying to find candidates.

get_coordinate_system_type()== Spatial_reference::local|| !is_pannable

Are you in Data View or Layout View in ArcMap?

There is a known defect, BUG-000118837: In the ArcMap Layout view, the error message, "get_c.. , where the same error message is returned. If you are in layout view, the address you are searching for may be outside of the layout and thus not found.
