I need some help to move a framework element

Hi all, I'm trying to move a graphic with a maptip toguether but i can't find the way to move the framework element, i think is a kind of problem with the DoEvents() , can i get some help here pleassseeee

Did you assign the anchor position to the maptip? If so, it should just auto-move for you.
