named user licensing‌

I am a little uncertain about how I can split up my ArcGIS Enterprise named user licenses between Production and Dev/Test.

I have a separate license for each of production and staging ArcGIS Enterprise and this covers the Hosting/GIS Servers in the respective environments. But, if I have 5 Creator, 10 Editor, 10 Field Worker and 200 Viewer named users, do I need to generate two separate .json files, spreading these between the environments. Why is there not an option for "staging" named users at half price as there is for the Server components?

Hi Margaret – Esri allows you to use the same file you used in Production for a Staging environment of Portal. You do not need to purchase extra users. If you needed any assistance doing this, you can reach out to our Technical Support staff.

"Using the same file in staging environment", is this if the staging environment is long term or it works only if it temporary environment.
