Our utility has recently entered into an ELA with ESRI, and we have already setup ArcGIS Server 10.3.  We are currently wanting to host everything by intranet and have nothing public facing.  Our goal is to setup mobile devices.  My first shot was using Flex just to find out that this will not be able to be used on Tablets/smartphones.  Looking at all of the available options is simply overwhelming.  My question is can anybody recommend using iOS, Droid or Windows?  Or is there some other app/software that would allow end users to edit from a mobile device.  At this point we are open to suggestions, except for Portal as ESRI says we can only have 5 users without shelling out more money, even though everything is hosted on our own hardware.  Thanks in Advance!

Hello Jason,

We asked some of the same questions 3-4 years ago when ArcGIS Online was fairly new. Collector, Explorer, and ArcGIS iOS all seem to work well on iOS or Android devices. There seems to be a lag in the updating of ArcGIS for Windows Mobile but the updates may be complete now. We don't use Windows Mobile devices but do use all three of ESRI's mobile apps on iOS and Android.

It might serve you well to try out ArcGIS Server's internal hosting mechanism for mobile devices (Collector, Explorer, Windows Mobile). This way your mobile editing system is truly internal and not dependent upon ArcGIS Online. The linked document below should get you started. Keep in mind this was written for Server version 10.0. You should check if there have been changes to this process. Since Portal was made available to lower license levels of Server, the process may have changed.
