How to print map?

I have a shp file of a map, each polygon has a name as a label and I want to print to pdf but all the labels do not show or print..

this is screenshot in arc and this is what prints and exports to pdf

I'm wanting a name in each polygon, I can zoom in and it will fill polygons but I need to have entire map in pdf then zoom in to read names

If you want to force the labels to appear you can change the setting using this tool

Use the Never Remove option

Instead of printing to a PDF, I recommend exporting to a PDF.  It can be found under File>Export Map.  You can choose the file type and output DPI there.
