Go to XY button in toolbar not working (nothing at all happens)

I am trying to use the go to XY button in the toolbar (ArcGIS 10.3 desktop) and whenever I click it nothing happens. No popup, no notification, nothing at all happens. The find button works but not the XY button. I have tried restarting and reinstalling but nothing seems to fix it. Any help would be appreciated.
