I'm trying for a specific point shapefile to stay the same size when I zoom in/out while not changing the setting in the frame reference scale. Thank you in advance
you can control when they will appear and disappear with the scale Weighting labels and features—Help | ArcGIS for Desktop
or you could explore the maplex label engine to control congestion etc, Working with the Maplex Label Engine—Help | ArcGIS for Desktop
but you are stuck with the options that are available
