Data Driven Pages

I am using Data Driven Pages but when scale changes the shapefile data changes in size on screen in both the layout view and the data view.  They now appear larger than in the legend at 1:50000 - only at 1:80000 do they appear at a similar size to the legend. Any ideas?

I have just realised it is the reference scale that is fixed (normally i dont have a reference scale) - oops! problem fixed.
