Change Label font size based on scale of bookmark in ArcMap

Hello,

I am working on a map of project site locations for a client who will be using the map in data view. I have several bookmarks to guide the client as the locations are far apart and the project sites vary in size and complexity. I would like to create labels or annotation that automatically changes the font size based on the extent of the bookmark so that the text doesn't appear tiny in some spots and huge in others. I would also like the labels/annotation to be turned on and off. For now, I just labeled the map features with text and while that works when viewing the map at each bookmark, the text doesn't change when zooming out which displays the labels/text too large and covers the map elements. Plus, due to the labels being text and not true labels/annotation, I am unable to toggle the labels on or off. 

 

If anyone has an idea how to accomplish this, I would greatly appreciate the help!
