I'm sorry, but sometimes I feel that ESRI intentionally makes their articles and the links within them cryptic! In another question, I referenced this article:

And I was 'delighted' to find a link to a template that specifically had staging feature datasets with topology components within. I am coordinating a team of people that will be staging source data and this package (that appears as recent for 10.3) would be super helpful.
I went to the Land Records Resource Center and either I'm just a dull pencil this morning or it's not really there. When I clicked on the link directly, it takes me to arcgis.com, asks for login info, than tells me that I don't have permissions to access the data!!!
Am I black listed or something? The article gets you all happy then shuts the door on any plans you make after spending 15-20 minutes buying into the solution in the article. Anyone point me to the schema and map download!?

Thank you. Do you know if this still contains the "LandRecordsStaging10.lpk" that's referenced in this Esri article?
Justin, I'd downloaded this before and went to look, and yes, a newer version of the layer pack is included! Thanks for the help!
