Good afternoon, I am trying to measure distance for separation requirements for potential locations, taking into account natural topographical barriers and constructed barriers such as freeways, buildings, flood control channels, etc. (impervious structures).
My specific case involves determining permitted locations for retail expansion in a particular city, given zoning restrictions.
Per the city planner website, "the separation distance shall be measured as the most direct route around the barrier in a manner that establishes direct access." The barriers are the structure types detailed above. The Buffer tool measures distance as the crow flies, not taking into account any barriers in the path. Which tool would be appropriate to use for this purpose?
