Replication fails on external REST URL but works on inside

We have a service set up to perform a one-way replica and it was working before but now it seems to only be able to download when using an internal only URL. We need this for the outside public to use it but none of the various public versions of the REST URL are working!
Does anyone else have this problem? What other things can I look at? It is clearly something to do with the URL but not sure what that means or how to fix it. With all the various URLs I can view the map services and interact so it's not like I got that wrong...
