We are collecting data for a community revitalization product and are rating public utilities from 1 being the worst, to 4 being in great condition. I was wondering how I could best show the county our results if they want a map to tell them "there are a lot of 1's in this area, but over here things look pretty good."
Are you mapping points? or polygons?
For polygons, you could derive your own scheme
dominantly 1
dominantly 2
dominantly 3
etc
where you define dominantly as X% (maybe >50%
if needed, you could have combined classes
1 & 2
etc
I suppose it depends on your data
They are points. I was thinking of putting all the points into one layer and creating my own scheme, then the hot spot idea came to mind.

FYI, you may want to take a look at Survey123 for ArcGIS - a form-centric data collection app (including with an ArcGIS Online organization or ArcGIS Enterprise). You can easily collect feedback from the community; you could set one question to ask them to rate a utility condition(s). These different categories will appear in a web map when the feature layer is displayed.
