Latitude and longitude problem

Hi Experts;

I have a list of latitude and longitude from different states in an excel and I would like to use Arcgis to determine which of these latitude and longitude fall outside its state boundries. Is this possible in ArcGis. If so, how can it be done? All help is appreciated. Thank you
