Which tool is best for comparing the difference between two shape files

I have 2 shapefiles showing zoning for 2 separate years. I'm creating a swipe map showing these two years for comparison. In addition to this, I want a third map that shows which areas had the largest change. What would be the best way to go about this analysis?
