Vehicle Routing Problem - Odd Routing

Hey all,

Anyone experience issues with routing in Pro - specifically, using the Vehicle Routing Problem?

I am attempting to create a set of routes for 4 crews, but the VRP is throwing the routes in weird directions and not creating equal routes for each crew.

Any idea what I could be doing wrong? Could this be a Network Dataset issue?

Picture attached for reference. The black boundary is a city boundary.
