I cannot speak directly to the Raster to Polyline tool; however, the Raster to Polygon tool uses its own algorithm for simplification which is different than the two algorithms in the Simplify Polygon tool. NIM013638 is an enhancement request for more information on the simplification algorithms of the Raster to Polygon tool.
