I ran the Near Tool to get the result that has all the distance value of -1. I wonder how this happened. Thank you in advance.

You get -1 when no feature is found within the specified search distance.

If you don't think that is the case, you really need to describe in detail what features (point, line, polygon) you are processing and how you processed. If necessary, you can post sample data for others to analyze your problem.
