Support failed to help with this today, have any of you resolved this lately?
I'm currently stuck trying to repair my Internet Explorer install as some of the potential fixes rely on it.
ArcGIS 10.2.1 : Advanced on Windows 7
Any help would be appreciated, this is too strange..
Also, here's as far as I can track it -- The file gets updated by ArcMap/Catalog it seems

Closing and reopening ArcMap or ArcCatalog has always resolved this problem for me.
This is caused by opening Metadata view in either Catalog or ArcMap
Try this:
click on a feature class in catalog then click on the Description tab. now try to open a tool.
you will get the message:
I think it's easier to reopen Desktop then to resolve it
