How to convert a *.tpkx tile package to a tile cache?

I have a collection of slightly overlapping tile packages (*.tpkx) that I would like to combine in a single large tile package. Based on this Esri Community suggestion, it appears that I should be able to do that with the Import Tile Cache tool. First, though, I need to convert one of my tile packages to a tile cache.

To do that, the linked post suggests using Export Tile Cache. When I attempt that, setting the tool's "Input Tile Cache" parameter to one of my *.tpkx files, setting "Export Cache As" to "Tile Cache", and setting "Storage Format" to "Compact v2", and then running it, I get an "Export Tile Cache failed" error. Specifically, I am notified that:

ERROR 001482: Failed to read cache configuration from : C:\path\to\Layers.tpkx\conf.xml

That makes sense, as "Layers.tpkx" contains no "conf.xml" file.

Should the "Export Tile Cache" do what I am asking of it? And if not, is there some other tool/utility/arcpy command or script that will convert a *.tpkx file to a tile cache?
