How do I select attributes based on the overlay of another layer?

My question is simple but I do not know how to solve it.

I need to select all the attributes from one layer (a layer of polygon subdivisions) that do not contain another layer (a layer of points).  What I am trying to do is find all the subdivisions that I do not have storm sewer data on.  I have a layer for subdivisions and one for storm sewers but I don't know how to go about selecting the ones without storm sewer data.  Does anyone know how to do this?

If you have ArcGIS 10.x you can simply do a select by location based on subdivisions that have storm sewers, and then do a switch selection.
