ditance between polygonal features, from the border and subseting

hi,
i would like to know if the is a function that can calculate the distance of the nearest neighbor (like the near matrix)
but taking the distance not from the centroid but from the border of the polygonal features.
and if it able in is there possibility to taking subsets by years in the calculation of the distances ? or i need to making separate layers?

Have you tried Generate Near Table tool (under Analysis Tools > Proximity toolset)?

You can use sub-setting by selection.
