Create Space Time Cube tool not working

When I click on the "Create Space Time Cube" tool, it doesn't open it. Although other tools like "Optimized Hot Spot Analysis" works fine. What might be the problem?

All four numbers are within the range of -180 to 180 and -90 to 90 decimal degree. See attached.

So they are NOT projected... use the Project tool

Project—Data Management toolbox | ArcGIS Desktop 

you will know you have done the right thing since 'Project' makes a new file and you have to provide a the new name
