Create Geo Processing tool using "GO TO XY" - ArcGIS 10

Hello Everyone,

I have below requirement to create a geo processing tool; 

1. Enter XY Co-ordinates

2. Select data from layer tables ( XY Co-ordinate Intersection & Buffer)

3. Display the data

Kindly please advise or suggest the way to complete the requirement.
