I need to find a way to create a line at the location the data frame cuts off a map. Any ideas?

I have not used this tool, but it might do the trick.  The result is a polygon feature class of the map extent.  In your case, you can then convert it to a line with the Feature to Line tool in ArcToolbox (and then delete any unneeded linework).
