Are Multiple Ring Buffer Boundaries Inclusive or Exclusive?

So if you have Multiple Ring Buffer boundaries defined at say 20, 50, and 100 miles, which 'Ring' does a point at exactly 50 miles fall in? Are the boundaries inclusive or exclusive limits? I have scoured the internet for an answer and cannot find a single post that addresses this.

Given your response, the responses from others above apply.  The only thing I have to add is that in the world of spatial relations, intersects is the broadest spatial predicate.  Intersects simplifies the discussion here because it doesn't differentiate a point on the boundary versus a point in the interior of a polygon, either point intersects the polygon.  If you were talking about contains or within, there would be more rabbit holes to go down.
