In Oracle, why does it take a long time to create feature dataset or feature class

In Oracle, why does it take a long time (around 30 Minutes)to create feature dataset or feature class.

Even to connect sde Geodatabase its take around 30 minutes ,

from same machine where Sys user take only few second to connect.

Check from sqlplus promote is connecting properly.

Software,

>ArcGIS Desktop and Server 10.6

>Oracle database 12C.

>Machine Window Server 2012.

Work has done,

>firewall off from Client and Server machine.

>Install  client for Oracle 12c 32 bit database on ArcGIS desktop Client machine.

What is the specific version of Oracle that you are working with?

Oracle 12c.

You need to be more specific than 12c.

Something like 12.1.0.1 or 12.1.0.4 or 12.2.0.1.

How many tables are in the DB? Are there many user-schema GDB's?

this is only a fresh database with No data.

That sounds weird for an empty geodatabase.

You may want to get a technical support case opened so an analyst can take a look at this in more detail.
