Database connection error

All effort to connect an existing Arcmap user to the database (sde) has proved futile. The user recently just changed his machine to a new one , and anytime I try to connect , I keep getting

 

"Unable to connect to database server to retrieve database list;please verify your server name and password info and try again"

 

How do I rectify this error message?

What version of ArcMap are you using?

What is the RDBMS and version being used?

Does ArcMap have the correct version of the client drivers installed?

ArcMap Version is 10.8.1.

RDMS - Microsoft SQL Version 2019

Version installed on driver is 10.8.1.

Is the SQL Server running on a custom port?

Can you install SSMS on the ArcMap machine and make a connection with SQL Server?

Have you rebooted the machine since the install of the ODBC driver?

Yes agree.  Error message seems like a red herring and is likely the driver.

Thank you All for your help. I was able to resolve it installing ssms and updatng the license type from standard advance.
