Can custom roles be made for field workers especially with the ability to work with offline areas?

Great question. There are a range of permissions that can be adjusted for custom roles. They are all documented in the online help here. There is a lot that could be covered by "the ability to work with offline areas", but even with that said, there don't seem to be any specific permissions focused on managing offline areas.
I think the limits in place for field workers' interaction with offline maps is controlled by their user type and not as much by the role. Typically field workers are using the mobile worker user type which limits them to only editing features from existing feature layers shared with them. These users cannot make anything new in the portal by license.
