Wrong Tutorial for GIS Tutorial for ArcGIS 10.3.x

Unfortunately, that edition is from some time ago and is no longer supported. ArcMap is in Extended Support and will reach Mature Support early next year. My recommendation is to focus on the replacement software, ArcGIS Pro. You can check out our current book on ArcGIS Pro or the upcoming edition.

The best option I can offer is the exercise data from the editions that were for ArcMap 10.6 and 10.8, it may work for many of the exercises from the edition you have.
