Getting to Know ArcGIS Desktop 5th edition - Exercise 5B search for 'Chicago Topo Map' does not find the author esri_atlas so my class could not complete this exercise. I gave instructions for a workaround for this semester, but can this data search be fixed?

It could have been deprecated, since it was a web map containing World Topo Map Basemap is deprecated/ at matured support stage.
Instead, you could use the Topographic Basemap (Add Basemap) instead.
Add Bike Routes data from C:\EsriPress\GTKArcGIS\Chapter05\Data\Bike Routes.lyr (C:\EsriPress\GTKArcGIS\Chapter05\Data\Chicago.gdb).
Since Chicago bike racks by ward is a Layer Package, it doesn't contain any basemap, and should work as mentioned in the exercise.
By the way (off the topic) here is an article listing out the basemaps that have been replaced by a newer (vector) basemap. Reminder: Raster Basemaps Moving to Mature Support (esri.com)

I just put a note in my assignment asking them to skip this step and just add the topo basemap in Add Data. I just wanted the students to have a successful search in the arcgis online exercise.
I've recreated the map, but the user account for the map, as referenced in the text was 'esri_atlas'. The account that now owns the map is 'esripress_GettingToKnowArcGISDesktop10.8'. To help avoid confusion, I included text in the item description (which will be visible in the search results) stating that this is the map to be used for exercise 5b.
