Geometric Network Downstream Trace to Specified Distance

I have been tasked with creating areas along a geometric (electric) network which are downstream from a device (circuit breaker) at a set distance (1 mile).  While I see there are some options available for tracing, I am not sure I see a straightforward solution for being able to dictate a distance.  

In the example provided the circuit breaker (blue box) represents the beginning of the trace, depending which route is taken, the black dots along the circuit represent one mile out (approximately).  This needs to be one for a number of circuits.  I have some familiarity of Python, just wondering if anyone had any approaches to this task, thanks!!

I am not familiar with the nuts and bolts of it but it works via a custom SOE and uses linear referencing.
