I am using ArcGIS Enterprise. I think it comes with WAB.
I am not seeing the "Web App Builder" with the "share" option in the map view, only the template option.
Also, in the "Gallery" "ESRI Favorites/Apps" I see the same thing - templates only, no Web App Builder option.
Is this a permission issue?

Yes, Web AppBuilder for ArcGIS is included and is embedded within the Portal for ArcGIS component of ArcGIS Enterprise since the 10.3 release.

I suspect that the Portal administrator "hid" Web AppBuilder from the Portal user interface. This is an option that can be configured in Portal home app config.js file, which is in the Portal installation directory.
FYI, Set advanced portal options—Portal for ArcGIS (10.5.x) | ArcGIS Enterprise
(see the webAppBuilderEnabled parameter)
