Routing Services excluding that exclude a geofenced area

I would like to use the routing services on a mbile device for truck deliveries. There are certain restricted areas, not necessarily a particular road, that must be avoided such as a city or partial boundary.
If I create this boundary as a geo fence, can the routing service exclude directions through these boundaries?

If there is another approach I'd like to know that as well
