Failed to create site ArcGIS Server 10.9 Linux

Hi all,

  I am attempting to create a new site with ArcGIS Server bundled in ArcGIS Enterprise Builder 10.9 in RHEL7 Linux environment (Red Hat Enterprise Linux Server release 7.9 (Maipo)).

  I was shown with the following error - 0x80040154 - Class not registered.

Looking into the log, it appears that things had been running smoothly until an error saying
Access to this resource is not allowed /arcgis/rest/admin/reinitialize

I have attached the complete log from start to create a new site to when it hit an error and stopped.

Does anyone has similar situation? How can this be further investigated and solve?

We are seeing the same error message here, on Enterprise 11.0 however. Did you manage to solve the issue in the end?
