Error creating feature layer - ArcGIS Developer or ArcGIS Online

Hi everyone, I am facing an error when trying to import data as a feature layer. I did all the steps based on the tutorial online: https://developers.arcgis.com/documentation/mapping-apis-and-services/data-hosting/tutorials/tools/i.... However, there is always a error alert window popping up (see screenshot below):

I cannot change the title or add tags and description. When I click "create layer" button, the error always occurs.

Moreover, I have also tried to use ArcGIS Online to create feature layer. Still, I cannot see any option to let me add csv data and create a hosted feature layer (see screenshot below)! I have no idea what is the reason for the problem. Could anyone please give me some help with this issue? Many thanks.

It would be nice if the error could give more information.

If you go to your dashboard, what type of account are you logged in with? On https://developers.arcgis.com/dashboard/ on the right-side panel under Account Info, Account Type, what does it say there? On that main dashboard screen, are there any alert banners near the top or bottom of the screen?

I have just checked my dashboard and found there is indeed an alert banner as below, saying my account missing some privileges. However, my administrator does not know how to add the privileges. Could you please give me some useful link that I can share with my administrator to teach him how to add these privileges? Many thanks.

Do you know what type of account you are logged in with? If it is an ArcGIS Online account then you will need to contact your administrator and elevate your privileges to a Creator user type.

If you have a Public account then you can just log out and create a new account at https://developers.arcgis.com/sign-up/ (you must be logged out so you can create a new account)

I am logging in ArcGIS Online account and my account user type is Creator. The detail of my account setting is as below screenshot. That is why my administrator does not know how to elevate my account because he thought it is already the highest level. Do you have any suggestion with this issue?

ok, that looks like it. Your account is missing the privilege to publish feature layers. You Role is User, but it needs to be Publisher. Can you ask your administrator to elevate you to Publisher. It should look like this
