I am trying to work with native apps through Esri AppBuilder. I can easily publish to Android, Windows, Etc... However, Apple iOS has been giving me trouble because I don't know the steps to take to authorize an account to be able to publish native apps. Can anyone help.

I'm assuming you mean AppStudio (for native iOS and Android, etc apps) and not (web) AppBuilder....avoiding a drawn out discussion of the names being similar.

Assuming you have read the help for AppStudio re: the steps...

Sign your app—AppStudio for ArcGIS (Desktop Edition) | ArcGIS

Here is the Apple developer page that talks about how to get an account on the Apple side. (I have not gone thru it myself)

Apple Developer Program - Apple Developer

and

How it works - Apple Developer Program

If you are signing up as an individual, it sounds like if you already have an Apple ID, that is all you need  (from the "Enroll" link)

This should help you get started.
